Vice President Kamala Harris has announced the U. S’s agreement to join the Paris Call for Trust and Security in Cyberspace, joining 80 other countries.
“The voluntary Paris Call for Trust and Security in Cyberspace was established in 2018 to create international norms and laws for cybersecurity and warfare. According to a White House statement, the US support of the Paris Call is a reflection of the current Biden administration's priority to actively engage with the international community on cyber issues.” (Tech Radar).
“The United States looks forward to continued partnership with France and other governments, private sector, and civil society around the world to advance and promote norms of responsible behavior in cyberspace,” read the statement. (Tech Radar).
The Paris Call for Trust and Security in Cyberspace is based on nine principles dedicated to protecting users of the internet including protecting individuals, infrastructure, and processes.
“The Paris Call invites all cyberspace actors to work together and encourage States to cooperate with private sector partners, the world of research and civil society. The supporters of the Paris Call commit to working together to adopt responsible behavior and implement within cyberspace the fundamental principles which apply in the physical world.” (Paris Call).
The decision to join the global campaign showcases the United States’ dedication to cyber security and improving safety in cyberspace.
“The United States’ decision to support the Paris Call reflects the Biden-Harris Administration’s priority to renew and strengthen America’s engagement with the international community on cyber issues. The United States interprets the Paris Call consistent with our existing domestic and international obligations and commitments, including the importance we place on respecting human rights, freedom of expression and privacy.” (The White House).
This is an additional effort by the U.S to combat cybersecurity threats.
“Citing it as another initiative to help improve cybersecurity for American citizens and business, the US says it builds on top of the recent counter-ransomware engagement with over 30 countries around the world to combat cybercrime.” (Tech Radar.)
Through this initiative, both France and the United States have gained a trusted partner.
“The United States is committed to working alongside our allies and partners to advance cybersecurity and uphold established global norms in cyberspace. As part of these efforts, France is a vital partner to ensuring security and stability for our people, holding actors that threaten our national and economic security accountable, and setting the rules of the road for the 21st century.” (The White House).
One of the principles that the Paris Call for Trust and Security in Cyberspace is the implementation of international norms.
“The Organization for Security and Co-operation in Europe tackles various cyber threats including cybercrimes and the use of the Internet for terrorist purposes. A key focus is on the development of confidence building measures (CBM) between participating states to reduce the risks of conflict. Sixteen CBMs have been adopted, which aim at enhancing interstate cooperation, transparency and predictability to reduce risks of misperception and escalation.” (Paris Call).
This will promote communication and collaboration amongst states and improve cyber security responses.
“One of these measures requires that participating States nominate a contact point to facilitate pertinent communications and dialogue on ICT-related incidents and coordinate responses. France is one of the lead countries to operationalize this measure, including through communication checks and exercises. Exchanges of information and communication between States can stop an unintentional conflict by defusing potential tensions and stopping or slowing down the spiral of escalation.” (Paris Call).
Overall, the U.S’s agreement with France and its initiation into the Paris Call for Trust and Security in Cyberspace is a positive development for not only our nation’s cyber-security, but for the cyber-security of the world.
