In March, the White House released the National Cybersecurity Strategy to “secure the full benefits of a safe and secure digital ecosystem for all Americans” (White House).

 

The strategy outlines the vision and approaches of the guidelines. Two main goals are outlined in the beginning of the statement. The first goal has to do with shifting responsibility.

 

“We must rebalance the responsibility to defend cyberspace by shifting the burden for cybersecurity away from individuals, small businesses, and local governments, and onto the organizations that are most capable and best-positioned to reduce risks for all of us.” (White House).

 

The second goal has to do with dealing with the present and the future at the same time when it comes to cyber threats.

 

“We must realign incentives to favor long-term investments by striking a careful balance between defending ourselves against urgent threats today and simultaneously strategically planning for and investing in a resilient future.” (White House).

 

The strategy is not the first step the Biden administration has taken towards improving cyber security.

 

“In May 2021, Biden issued an executive order that emphasized sharing information about threats and modernizing cybersecurity across the federal government. In 2022, President Biden signed the Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA), which requires ‘the Cybersecurity and Infrastructure Security Agency (CISA) to develop and implement regulations requiring covered entities to report covered cyber incidents and ransomware payments.’” (Security Intelligence).

 

The strategy is process and procedure oriented rather than focusing on tangible technical constructs.

 

“‘New cybersecurity standards will benefit companies and consumers,’ Walt Szablowski, Founder and Executive Chairman of Eracent, said in an email statement. ‘We’ve passed the point of needing security tools, and we need the right process to coordinate security.’” (Security Intelligence).

 

Overall, the White House is setting out to change the way cyber security is done.

 

“This Strategy sets out a path to address these threats and secure the promise of our digital future. Its implementation will protect our investments in rebuilding America’s infrastructure, developing our clean energy sector, and re-shoring America’s technology and manufacturing base.” (White House).
